I can't speak for the board but I know that sometimes they gradually put new stories up during the day, which seems to be what occurred here.

Wouldn't a few of our US judges, benefit greatly from a similar experience!.... It might encourage some judges to enforce the laws that are already on the books, as they were written, and just stop trying to create new laws from the bench, that fits their own political ideology..
